I've done this tutorial in PSP 9 and to do this tutorial you must know
the basics of Paint Shop Pro and where the tools can be located.

Download all the Supplies HERE.

LET'S START!
(Remember to save often!)

Open the Supplies in PSP.

Open a New Image : 700 x 700 White.

Layers - New Raster Layer.

Flood Fill the Layer with a colour from your tube.
I used the colour : #e42725.

Layers - New Mask Layer - From image :
Add Mask From Image - Source Window : mask_circle_002.jpg,
with the following settings:

Layers - Merge - Merge Group.

Copy : chickenwire.pspimage and Paste as New Layer.

Copy : chainsNframesbykellyj.pspimage and Paste as New Layer.
Move to the top.

Copy the wordart : blessing.PNG and Paste as a New Layer,
and move into the top block to fit.

Effects -3D-Effects - Drop Shadow : 1; 1; 100; 1 Black

Copy the tube : ADB-VECTOR-ART-#11.pspimage and Paste as New Layer.
Move to the bottom.

Effects - 3D Effects - Drop Shadow : 1; 1; 65; 12 Black

Copy : MEET_BOB_BY_REGIOUS.pspimage and Paste as New Layer.
Move to the left and down.
Apply the same Drop Shadow as before.

Copy : flowercorner.pspimage and Paste as New Layer.
Move to the top and to the right.

Layers - Merge - Merge All (Flatten).

Place your watermark and name.
